Rear Admiral Thomas Luscher - Commander, Navy Reserve Forces Command
Rear Admiral Thomas Luscher
Rear Adm. Thomas W. Luscher, a native of Youngstown, New York, earned a bachelor’s degree from the U.S. Naval Academy in 1986 and holds a Master of Strategic Studies from the U.S. Army War College in Carlisle, Pennsylvania.
He served as an F-14 Tomcat pilot with Fighter Squadron (VF) 143 aboard USS George Washington (CVN 73) and with Strike Weapons and Tactics School, Atlantic before transitioning to the Navy Reserve Full Time Support officer community in 1997. He completed his department head tour in Fleet Logistics Support Squadron (VR) 53, served as officer in charge of VR-52 and commanded VR-1 Starlifters.
Luscher’s shore assignments include executive assistant to the chief of Navy Reserve, Office of the Chief of Naval Operations (OPNAV) N095; executive and commanding officer of Naval Air Station Joint Reserve Base New Orleans; action officer for Chief of Staff, Navy Enterprise, OPNAV N09X; air logistics program manager for Commander, Naval Air Force Reserve; and Training Squadron (VT) 23 flight instructor, Naval Air Station Kingsville.
In his initial flag officer tour, he served as deputy chief of Navy Reserve, OPNAV N095. He currently serves as commander, Navy Reserve Forces Command.
He has accumulated over 4,500 flight hours in a variety of naval aircraft. His military awards include the Legion of Merit, Meritorious Service Medal, Air Medal (Strike/Flight award), Navy Commendation Medal and other personal, unit and campaign awards.
